    Answer

    Either 19 or 21.

    These are the sweets conferred with GI tags and the number indicates the state codes in GST.

    For example : 33 is Tamilnadu's state code in GST. Srivilliputhur Palkova has GI tag.

    For Rasagola , both bengal and Orissa have been conferred GI tags for their native Rasagola. Their state codes are 19 &21 respectively
